loomy is sumthing vintage or u noe, (pakyaw style) u noe, ahaha.. nothing!
i jzt relii lurv the concept and how it looks..
so hir it is!,
#1
get a pic. the clearer would be better.
duplicate the background layer first (to make it two layers, the background and d duplicated layer)
click d duplicated layer then hit CTRL+M (image>adjustments>curves)
make a curve that goes like this, sumkinda S form.

just adjust it d way u want but dun let d dark portions of d picture be totally darken/black..

make a layer above it and fill it with color black.
change d layer blending option into HUE then adjust d layer opacity around 30-40%.
here's my preview.

merge d 2 layers (d one with black filling and d duplicated layer)
for easy merging of layers,
click first a one layer, then hold ctrl key, then click d other layers..
if done choosing d layers to be merged, hit CTRL+E.

hit CTRL+M (curves) and do these curves..
be aware of d channels, d R G and B

dun follow d variables (input & output) i used,
jst follow wer d dots/points plotted and do blending by yer self.

add an INNER GLOW style and use black to have a dark portion in the edges of d picture.
hir's my output.. u can do much detailed and more loomy than mine,
jzt focus more in blending wid d 3 channels to have a better result.
